ISO/IEC 17025：2017《檢測和校準實驗室能力的通用要求》的結(jié)構(gòu)要求

中國合格評定國家認可委員會（英文縮寫：CNAS）等同采用ISO/IEC 17025：2017《檢測和校準實驗室能力的通用要求》 作為對檢測和校準實驗室能力進行認可的基本認可準則。為支持特定領域的認可活動， CNAS還根據(jù)不同領域的專業(yè)特點，制定一系列的特定領域應用說明，對本準則的要求進行必要的補充說明和解釋，但并不增加或減少本準則的要求。
5 結(jié)構(gòu)要求Structural requirements
5.1 實驗室應為法律實體，或法律實體中被明確界定的一部分，該實體對實驗室活動承擔法律責任。The laboratory shall be a legal entity, or a defined part of a legal entity, that is legally responsible for its laboratory activities.
注1：在本標準中，政府實驗室基于其政府地位被視為法律實體。
NOTE For the purposes of this document, a governmental laboratory is deemed to be a legal entity on the basis of its governmental status.
注2：在本準則中，國防科技工業(yè)及軍隊主管部門批準建立的實驗室視為具有承擔法律責任的實體。
注3：使用國防科技工業(yè)主管部門及軍工集團授權(quán)名稱申請DILAC 認可的實驗室應具有相關(guān)主管部門批準建立該實驗室的有效證明文件。
注4：承擔國防科技工業(yè)計量檢定任務的實驗室應具有國防科技工業(yè)主管部門批準建立該實驗室的有效證明文件。
G001應用說明：
實驗室為注冊法人機構(gòu)的一部分時，其認可的實驗室名稱中應包含注冊的法人機構(gòu)名稱。
實驗室是某個組織的一部分時，申請的檢測或校準能力應與法人機構(gòu)核準注冊的業(yè)務范圍密切相關(guān)。
GL030認可指南：實驗室通常為非獨立法人實驗室，其所在組織應有設立實驗室的文件。
5.2 實驗室應確定對實驗室全權(quán)負責的管理層。實驗室宜根據(jù)自身的實際情況，設置質(zhì)量主管和技術(shù)管理層（一個或多個技術(shù)主管）。
The laboratory shall identify management that has overall responsibility for the laboratory.
A011應用說明：當實驗室活動涉及金屬材料的樣品制備、力學性能檢測、金相檢驗及微觀結(jié)構(gòu)分析、化學分析、腐蝕與防護試驗、物理性能檢測等多個領域，且規(guī)模較大時，實驗室可以設置在技術(shù)主管領導下的技術(shù)管理層，其成員由各領域的技術(shù)管理者（無論稱謂如何）組成，對各崗位的職責應明確界定。
A002應用說明：實驗室管理層中至少應包括一名在申請認可或已獲認可的化學檢測領域內(nèi)具有足夠知識和經(jīng)驗的人員，負責實驗室技術(shù)活動。該人員應具有化學專業(yè)或與所從事檢測范圍密切相關(guān)專業(yè)（以下簡稱化學或相關(guān)專業(yè)）的本科及以上學歷和五年以上化學檢測的工作經(jīng)歷。
G001應用說明：實驗室應明確對實驗室活動全面負責的人員，可以是一個人，也可以是由負責不同技術(shù)領域的多名技術(shù)人員組成的團隊，其技術(shù)能力應覆蓋實驗室所從事的檢測或校準活動的全部技術(shù)領域。
GL030認可指南：母體組織的法人應有對實驗室最高管理者的任命和授權(quán)文件，保證其獨立開展檢測業(yè)務。必要時，財務可以進行獨立核算。
5.3 實驗室應確定符合本標準的實驗室活動范圍，并形成文件。實驗室應僅聲明符合本準則的實驗室活動范圍，不應包括持續(xù)從外部獲得的實驗室活動。
The laboratory shall define and document the range of laboratory activities for which it conforms with this document. The laboratory shall only claim conformity with this document for this range of laboratory activities, which excludes externally provided laboratory activities on an ongoing basis.
5.4 實驗室應以滿足本標準、實驗室客戶、法定管理機構(gòu)和提供承認的組織的要求的方式以及符合國防相關(guān)法律法規(guī)的要求開展實驗室活動，包括在固定設施、固定設施以外的場所、臨時或移動設施、客戶的設施中實施的實驗室活動。
Laboratory activities shall be carried out in such a way as to meet the requirements of this document, the laboratory’s customers, regulatory authorities and organizations providing recognition. This shall include laboratory activities performed in all its permanent facilities, at sites away from its permanent facilities, in associated temporary or mobile facilities or at a customer’s facility.
A011應用說明：如果實驗室有抽樣、取樣和制樣的操作，其管理體系應覆蓋相關(guān)的活動，包括室外作業(yè)和加工車間。
5.5 實驗室應：
The laboratory shall:
a)確定實驗室的組織和管理結(jié)構(gòu)、其在母體組織中的位置，以及管理、技術(shù)運作和支持服務間的關(guān)系；
a)define the organization and management structure of the laboratory, its place in any parent organization, and the relationships between management, technical operations and support services;
注：實驗室的內(nèi)部關(guān)系及其在母體組織中的地位可用組織機構(gòu)圖表示。
GL030認可指南：實驗室應明確其內(nèi)部組織機構(gòu)及其在母體組織的地位，以及質(zhì)量管理、技術(shù)運作和支持服務之間的關(guān)系；明確實驗室的職責和與母體組織的相互關(guān)系。母體組織的法人應發(fā)布為實驗室承擔相應的法律責任和不干預檢測工作的聲明，保證實驗室能夠獨立開展檢測業(yè)務。
b)規(guī)定對實驗室活動結(jié)果有影響的所有管理、操作或驗證人員的職責、權(quán)力和相互關(guān)系；
b) specify the responsibility, authority and interrelationship of all personnel who manage, perform or verify work affecting the results of laboratory activities;
GL030認可指南：實驗室應有管理人員和技術(shù)人員，其崗位設置可以一人多崗或一崗多人。適用時，其管理層成員可以包括母體組織的相關(guān)人員。應指定關(guān)鍵管理人員的代理人。
c) 將程序形成文件，其詳略程度需確保實驗室活動實施的一致性和結(jié)果有效性。
c) document its procedures to the extent necessary to ensure the consistent application of its laboratory activities and the validity of the results.
5.6 實驗室應具有履行以下職責（不論其他是否被賦予其他職責）的人員，并賦予其所需的權(quán)力和資源：
The laboratory shall have personnel who, irrespective of other responsibilities, have the authority and resources needed to carry out their duties, including:
a)實施、保持和改進管理體系；
a) implementation, maintenance and improvement of the management system;
b)識別與管理體系或?qū)嶒炇一顒映绦虻钠x；
b) identification of deviations from the management system or from the procedures for performing laboratory activities;
c)采取措施以預防或最大程度減少這類偏離；
c) initiation of actions to prevent or minimize such deviations;
d)向?qū)嶒炇夜芾韺訄蟾婀芾眢w系運行狀況和改進需求；
d) reporting to laboratory management on the performance of the management system and any need for improvement;
e)確保實驗室活動的有效性。
e) ensuring the effectiveness of laboratory activities.
5.7 實驗室管理層應確保：
Laboratory management shall ensure that:
a)就管理體系的有效性、滿足客戶和其他要求的重要性進行溝通；
a) communication takes place regarding the effectiveness of the management system and the importance of meeting customers’ and other requirements;
b)當策劃和實施管理體系變更時，保持管理體系的完整性。
b) the integrity of the management system is maintained when changes to the management system are planned and implemented.
